I've never heard that. In fact, over here to your west, Minnesotans are known for just the opposite. Driver's Ed warns kids to look out for the MN tags, as those folks are more likely to make sudden, un-signalled lane changes or jam on the brakes without signalling or slowing first. (True enough, but maybe because they are from out of town and are more apt to be surprised and have to make those lane changes and stops). Often as not when someone cuts in line at the Walmart "self checkout" lanes, or runs 20+ items through the 12 item express lines in the grocery store, they load their purchases into a vehicle with an MN tag.
