Rust holes on top more likely from mouse nests ? Anyhow I have repaired several of them. If it had recent gas in it pull it off and hot pressure wash it out and then dry it out. I always liked to sandblast the tanks outside to clean them up good. If you are sure the gas smell is out of it I then solder them up with acid core solder. A big iron is safest but I use a propane torch. Some co2 into the tank may be a good way to go ? I WILL NOT EVER put exhaust into one AGAIN ! The one I tried that on was the only one I had poof on me. Make sure all gas fumes are out and stay out and let the inlets and outlets open while you solder. You can test for leaks by plugging the holes and then use VERY slight air pressure thru a regulator and put some soapy water on it and look for bubbles.
