Probably that was the thought way back when there was no regulation out there. I think it was partially a scam too, break up what was mostly swampy land into small affordable parcels and push the heck out of them to folks who thought they were really getting something for a small price. The wife's grandfather was at least smart enough to buy a couple of lots that had lake access. The legend in the family is he tore down an old chicken coop and used the lumber to build the cottage.
