The valve clearance is .027 int and exhaust valves. If you do get those glow plugs out and find the end burned badly, that indicates a leaking nozzle. If end is burst, that indicates high voltage when glow plug is energized. That typically happens if you use a battery charger to boost. I would also pull timing window off side of pump and marks should align at right close to 1 degree before top dead center. If you could get your hand on a plastic window you could observe the automatic advance when running to be sure it is fully advancing at near 2100 rpm's. Been a long time since checking a speed advance on a 706 but think it is one and a half marks which is 3 pump degree or 6 engine. I could look it up if need be.
