Although I haven't driven in years and really don't know much about the new laws I'm going to toss something in here.
Electronic logs are coming. Accept that eventually you are going to have to deal with that.
IMO per mile pay was started by the companies for 2 reasons. It provided the company a means of measuring work performed when they had no way of knowing what the driver was actually doing. It also provided the company a means of enticing a driver to break the rules to make more money. Electronic logs still allow a company to see that the driver was actually driving, not sitting in a coffee shop then speeding like mad to make a load time. But it's going to force the dishonest companies to pay better to keep drivers and also create the need for more drivers. A lot more drivers. Not so good for the companies but good for both the drivers and the country as it will up truck sales and service, and demand many more drivers. That adds up to a lot more decent paying jobs.
I don't believe it will greatly reduce accidents. You really don't see a lot of truck accidents that are the drivers fault, in fact you don't really see a lot of accidents involving a truck. Several years ago the NHSC released report that stated that 70% of all accidents with fatalities involving a commercial vehicle were the other vehicle drivers fault. So I don't think electronic logs are going to greatly impact the truck accident rate.
It's kinda funny to watch. My SIL drives OTR as does his father. SIL drives for a larger company (something his father says he shouldn't do) with electronic logs. Dad drives for a smaller company with paper logs and makes a lot of illegal miles doctoring his logs. Both make about the same amount of money.
