yes, but Chicago is a huge place. I go there twice a year. There are parts south of the city that aren't even remotely safe for anyone. Restaurants that only do carry out and have bullet proof carousels to take money and distribute the food. Other parts are not so bad. I would never say "safe", not even in the high end areas up by Michigan avenue and the river. Frankly, I am surprised the number is so low.
