I have a 91 Dodge Diesel. If yours is like mine and has ABS there could be a problem with the rear ABS regulator. These are very early ABS systems and the only "ABS" was a rear valve to keep the rear brakes from locking up. I believe there is a trouble shooting procedure you can do. You should do an online search for it since I can't remember how to do it right now. The ABS controller, if you have one is behind the glove box. It has been several years since I had to do this. If that is the problem, good luck bleeding the brakes. These were a capital B to bleed.
