Somebody's head had to roll in order for somebody higher in the food chain to save face. I have seen this kind of thing happen all too often. Now, with respect to diesel engines, I hate all this emissions equipment that we have on the modern diesel engines with a passion. Good thing is that I don't own a single one new enough to be subject to the EPA rules. Perhaps we are going through some of the same crap we went through with gasoline engines during the 1970's and 1980's, and that we will work our way out of this predicament. I sincerely hope that we do! I will attest the EPA and state regulatory agencies have gone off the deep end. The tree huggers idealism and present day reality are worlds apart. By no means am I suggesting we just give up and quit at making improvements in reducing pollution, but at what cost? We have to strive to do the best we can and strive to make positive and realistic improvements. As a friend of mine told me back around 2007 when his township purchased a new road grader. They specifically purchased the model year before all the emissions equipment was added. The cost of that road grader was nearly $20k less without all that smog equipment.
