You are right. I know a slum lord who has made more money selling a run down rental house many times on contract because there is no way his house could pass inspection. Poor people fall for his contract, pay him a couple grand down, payments less than the rent most are paying. They think WOW, I'm a home owner. Good chance the buyer moves out when they find out the place is falling in and they can't afford to make repairs. Bet this guy has sold him place a dozen times. Seller has a good contract and good lawyer and many suckers willing to buy. What a scam he has going.
I'll never buy a place on contract, just for that reason.
