Many tractor engines use sleeves, which are frequently (If not always, I'm not sure) non-boreable. If the sleeve is out of tolerance, you replace the sleeve, piston and rings as an assembly. If your cylinders are the boreable type, it depends on how much you have to bore them to get them round again. Fairly often, they'll be a couple thousandths out at the top, and 10 or 15 out at the bottom. You have to bore them enough to get them round at the bottom. In some cases, a couple of thousandths CAN be taken up by the rings, as long as the end gap stays within tolerance. Hope this helps.
