Do a simple continuity test on the switch.
Key off, no continuity between any post
Key on, should have continuity between the "ON" (run position) and the power supply. Holding key to start position you should have continuity between the power supply, to run post and the start post as long as it is held in this position. If the switch doesn't work this way it is not working properly.
