Well I would say run Forrest Run from any Hanson product but that was not your question. It sounds like you have compression and THINK you have it in time. So that just leaves fuel. Are the spark plugs getting wet at all??? IF not then spray some fuel into the intake and see if it will fire. IF the plugs are wet an you have compression and spark it has to be a timing or ignition issue.
My youngest son works on these type of motors. HE says he has ran into these knock offs that are not marked correctly as far as cam and ignition timing. So you need to figure out static timing/TDC on the compression stoke. Then see if the plug is firing at that time. If your lucky it will be 180 degrees off. IF it is some other amount that it is harder. LOL
IF the firing is off then you could have a bad coil/igniter. That can easily be firing late. Also it may fire the plug at ambient pressure but not under compression.
