I've got a 4L41, on my service truck. The L series is basically the same as the M series engines and they are included in the same manual.
That said, a Hatz has to have oil pressure to turn the fuel on. Basically the solenoid allows oil pressure to go to a chamber inside the engine and move the fuel rack to the on position. On some of them, like mine, the oil pressure is piped externally, and on others it's piped internally. I don't know which you've got, as I know mind could have had either, and I wound up with the externally piped. En either case if the solenoid goes bad, the engine won't start.....ask me how I know. Fortunately, since mine was external, I was able to replumb it with a completely different solenoid valve that didn't cost me both arms and legs, like just the solenoid coil for my setup would have from Hatz.
If the fan belt breaks it will cause the rack to spring to the off position. In other words, check to insure the fan belt is on place, and the lever that holds the rod from the fuel rack is all working like it should if you haven't already.
From there, all I know to tell you to do is to tap into it and check the oil pressure. A HATZ can easily build 100 psi with cold oil, and mine usually holds at least 30-40 running, hot.
If you've got no oil pressure to move the rack, she won't run. If the solenoid doesn't open to let it in to move the rack, she won't run.
