It could be either seals leaking in the cylinders, or the directional valve in the steering gear.
Hydraulics can be difficult to diagnose, too expensive to guess.
The easiest place to start would be to test the cylinders. You can plug the extend port, then with the engine off, turn the steering to push the cylinder in. If it goes in, the piston seal is leaking. If it holds solid, the seal is good. best to test the cylinder in the mid stroke position where the most wear will be. Repeat the same with the other cylinder.
If the cylinders test good, look into the steering gear. There could be something caught in the directional valve or the valve is bad.
A shop manual covering this would be highly recommended!
