The secret is that you don't go to the "authorities" for "permission" to do what needs to be done. You just do it quickly and cover it up before anybody knows what just happened. One neighbor not too far from Larry's place asked for permission to dredge out his pond. The "powers that be" came up with more excuses than I would ever have imagined as to why he could not do it - legally, that is.
