The intent of that specific material is to provide a backing for vertical steel siding (a ledger at the bottom of the steel). Other components attach the center and top. The decking boards are also hollow. Steel fastening systems are used. The recycled wood and polyethylene composite has two issues with desirability in my opinion. The first is that Polyethylene cant be successfully painted. What color it is will change as it fades, and it will fade at different rates based on UV exposure. Second is life expectancy. A 10 year guarantee isn't much. Polyethylene is not a premium "in the sun" material, and the product has (what they call) a protective finish. Third is its flammability. The material is pretty much a hydrocarbon in a cellulose matrix. Pretty much melt and burn. (opinion) I do not know the fire rating of the material. Jim
