If known good starter and cables, intake valve set at 004 or 005 and it still won't turn over, it might be that the decompression thing on the cam shaft has come apart. To tell, with the plug out, turn the engine by hand watching the intake valve. It will open, then begin to close, it will seem to be closed, but then if the decompression part is working, the valve will open just a little, then close. Have had to change many cams out for that reason.
