The comments below about the valve clearance having nothing to do with cranking are absolutely FALSE!! I have had several people bring me mowers with these briggs engines in them because the starter would not turn the engine over. In almost every case the battery had been replaced and some even installed a new starter. Then after adjusting the valves so the compression release works properly it starts like new!! .004 IS CORRECT for the valve clearance. If you have checked this and it still won't start then either the compression release on the cam is not working or the cam lobe is worn off. Hope this helps.
