Have repaired two B & S engine with the symptoms you describe. The compression release built into the camshaft was broken. This prevents compression from bleeding off when starting. You would need a much larger starter and battery to overcome full compression while starting the engine. Remove the engine from the mower and remove the sump (bottom) only; replace the sump gasket and oil seal plus purchase a new camshaft. Should be in the neighborhood of $50.00. Set valves at .004" and get back to work!
