If I remember correctly, the older ones has the pump mounted on the front, left side of the engine. If that's the case with is, I'd first pull the rear cover and check the filter. I've seen quite a few tractors with steering issues over the years, and often the cause was a clogged filter.
As far as testing it, simply pull one, or both lines to the steering cylinder and put a guage on it. Turn the wheel and see what the pressure reads.
There could also be a problem with the seals in the cylinder. To check, you can unhook one line at a time, and turn the wheel. You should get a little bit of oil out of the cylinder until it hits the stop and none after. If it's still putting oil out the fitting the line was removed from, the piston seals are bad.
