JD D Power block??

I have a 53 D that has a copper fitting coming
out of the block just below and behind the carb. .
Is this a power block? My understanding is that
the carb. sucks water out of the block for extra
power in a bind, is that right ?? If so, can a
DLTX51 be modified to work with this system, is
the vaulve and necessary fittings and lines
avilable to do the job...
