another no-start Ford 3000

The starter cranks the engine at a good speed but the (diesel) engine does not fire off until I've cranked for a while. There is plenty of blue smoke so I believe there is enough fuel is getting in. When it starts it seems a little rough but basically OK. Where sould I begin to make it start easier before I wear out the starter?
