If he can't pay cash then how would he be able to pay you with a check? It will come straight out of his account either way. Also he says he will pay the shipping fee, but also says the movers will come pick it up after the check clears. Sounds kind of contradictory if you ask me, since its one or the other as far as shipping or picking it up, not both.
Personally I like to meet the buyer in person and always take cash only. At the very least get him on the phone, since it is often fairly easy to pick out those who have no idea what they are talking about, especially with tractors. I'm not sure what you're trying to sell or how far away he is, but depending on what it is/how much it is, would help with better identifying if it is likely to be a scam or someone actually serious about it.
