You need to state what your working on so we can help you help your self. Say i is a 1935 JD-B all fuel well those compression numbers would be fine. But if it was a Ford 9N those numbers are way to low for it to run well if at all. That said try these things. #1 check that the spark is in fact a nice blue/white and will jump a 1/4 inch gap or more at all the plug wires #2 that you have a good stead gas flow out of the carb drain plug that will fill a pint jar in less then 3 minutes. You can have gas flow to the carb but if it is not gettign into the carb then the engine will not get gas. If you have those then try putting your hand over the air intake of the carb and try to start it. You should get gas on your hand and also get your hand covered with gas.
