I agree with LarrySTN. If the flywheel is timed correctly to the crank( there are marks on both to indicate the correct position), then the cam and crank are aligned properly if the LH exhaust valve is just starting to open when the "LH exhaust open" mark is in line with the mark on the crankcase. This seems to be OK. What is not timed correctly is the governor gear to the cam gear. With the "LH impulse" mark in line with the mark on the crankcase the mag drive slot should be horizontal. If not the remove the governor enough to reset the gears. Without knowing what model you are working on, I can't get more specific than that. Get a manual, it'll help a lot.
