Pull the inspection plate off the right hand side down by where your heel would be. Start it up and with something heavy on the 3 point watch for a lot of fluid moving. Or dripping down from above. Where ever you see a lot of fluid moving that is where the problem will be. Could be as simple as a sticking control valve which you can reach in and move by hand or a stuck relief valve or a blown pump gasket. I had one that did that and found it had a blown pump gasket so I replaced it and while I had it open did the new improved NAA piston and o-ring set up
