On that engine I would pull each plug out fill the cylinder as full as I could and then pour as much ATF into the carb as I could and let it sit. On that unless it has a vertical exhaust you cannot fill the exhaust system like I would on a tractor but you can do the carb. I would not have pull the oil pan but since you did if you can put a piece of card board or other such thing under the engine and watch for it to turn a red color form the ATF seeping past the rings. I just did a 1950 8N ford a few weeks back and it had been under water and locked up. I pulled the oil pan drain plug and set a pan under it to catch any oil/ATF that would come out. In less then a week the mixture in the pan was turning red. So I set a 12 volt battery in it and started using short fast taps on the starter button and she popped free and I have been using it ever since
