Yes, the two high-pressure pump plungers can get stuck. The only thing that pushes them out is charge pressure from the little rotary vane pump in back. You might be able to get them unstuck (if they ARE stuck) with air-pressure. Just take off an injection line at the pump. Hook some high-pressure air to the port where the line was and rotate the engine until that port is in "inject" position. That will send air back into the pump against those two plungers and sometimes it will free them. This is also the way you can "air-time" and engine.
