I.H 240 utility hydraulic problems

My 240 utility draft control that is controlled from the hydraulic valve is out of time. The hydraulic valve that controls the fasthitch drawbar is out of time. It has two arms on each side, one connects to the control lever next to the steering wheel and the other arm connects to the draft control device. The arm that is connected to the draft control has a circle of little teeth that fit together with other little teeth on a little circle on the side of the valve. As the drawbar goes up the draftcontrol arm is suppost to go down until the drawbar reaches the desired hight. The tec. manual really doesn't help, I need a starting point so that I can time it correctlly. Thanks alot
