You check the lift pump just like a mechanical pump on a gas engine.
If it is like mine, there is a rubber line from the tank, to the lift pump, then from the lift pump to the injector pump.
Disconnect the line at the injector pump, crank the engine, the lift pump should produce a shot of fuel each time the cam cycles it through.
But, best to cap the fitting at the injector pump during the test. Don't want to get air in the system. Then purge the air from the line before reconnecting it with the primer.
Not sure if yours has the same engine, but as I said, it starts instantly when it is right. I've never tried to start it in really cold weather, but I have never had to use the glow plugs.
