Pretty normal for a farmall throttle linkage to be out of whack. The governor control lever on the back side of the governor should be able to move through its full range. I set the linkage length so the lever is to the stop for full throttle (engine off) and the lever is at full back notch. The lever will then be useful for about 2/3 of the travel and will have the slack at the low idle end of the travel. There are springs and nuts on a pivot link above the manifold on the cylinder head that is often part of the issue. Look at the on line parts diagram at caseih.com search for parts by model. Jim
