Normally, any power lines after the meter are the responsibility of the homeowner. However, I've seen very nice power company employees that, as they already had the bucket trucks on site, would go the extra mile and get the lines in the air again. They just couldn't take responsibility for anything after that point, and the homeowner would have to hire an electrician to make final connections
