If fuel supply to the injection pump is OK, it may be a sticking metering valve, or sticking plungers. Idle speed should be 800 RPM, if lower set it back up and see if that helps. With the engine at 2000 RPM or more, and the throttle brought back to idle quickly does the engine die or under run idle speed, then come back up a bit? If so that's the metering valve sticking. More common is the retainer ring is breaking apart inside, then when housing pressure rises equal to transfer pressure the plungers no longer move during the charging cycle, and fuel delivery stops. Wait awhile and it will start up again. I just repaired an IH 856 pump for the same problem.
