I agree with others, it's not the dogs fault it does what it does, and killing it would be both illegal, and just plain mean, and stupid in my opinion.
In other words, the dog found a spot it likes, and uses it. Beyond that, it's up to the owners to insure it finds a new spot.
That said, if a nice talk with the neighbors doesn't solve the problem, putting crap on their steps/porch, isn't the thing to do either.
Instead, spread the piles around the lawn, just like they are spread around yours. Think about it, it's really easy to avoid a big pile on your porch, but not so easy to miss 10 smaller piles places strategically around the lawn. In other words, a bit right around the mailbox, a little more around the area they walk across to get to their car, etc, etc, would send a BIG, messy, message. Remember, nothing smells up a car, on a hot summer day (when the windows are closed and the A/C is on) like fresh dog crap on the bottom of a shoe..........LOL
