You can set the dwell by spinning the distributor. It needs to be turned probably around 300 RPM or more to get a steady reading. It would need to be connected through a coil or a 3 ohm resistor, and the case grounded.
Or reach in with a feeler gauge with the distributor out.
But the best "real world" method is with the engine running and a dwell meter connected.
Is this something you are trying to keep original? An HEI distributor, or aftermarket electronic would be a big plus, especially with the quality of todays ignition parts.
