Recycle bin is for things you wish to delete from your computer. Putting things there will have no effect on the speed of your computer. That has to do with the number of programs your computer is having to boot up all at once. ...Think of it this way: If your PC is booting up a lot of programs, that could be imagined like someone trying to push start a 1-ton pickup with a full load. While if your PC is booting up fewer programs at the start, then it's like push starting a small Mitsubishi truck without anything in the truck bed.
There are ways to easily find out what programs are booting up at startup, but the problem is in knowing which of those programs you really need to boot up with, which you need but not at startup, and which you don't need at all. That can be a real nightmare for....well, for most anyone.
