Might not be lined up in the hyd pump fully? Try snapping the over center clutch on the PTO in, so the PTO will be engaged. If it is disengaged whne you are trying to slide it in and turning it yo line up the splines, you're only turning the PTO clutch assembly, not the shaft. You can do it by hand if you're strong ebough just by pushing on the collar. Then try pushing the shaft in while turning the clutch assembly. Splines just aren't quite lined up, the only thing turning your PTO is the splines jammed against the hub the way you have it now. It should slide in easy, all the way to where the 3 bolt retainer casting faces up to the PTO assembly on the tractor. Of course you know that you have to evenly tighten up the bolts since they are too long to tighten them all the way up one at a time since there isn't enough room.
