If the park brake was on it would not move or steer.
I can't really tell from the original post if you are saying it will move, but is noisy, or will not move at all.
If it will not move, but loads the pump and howls, it may well be the park brake.
The park brake is really a locking pawl that locks the drive. It is controlled by a solenoid coil on top of the frame cover about where your feet would be. If it fails to get a signal, or the coil burns up, it will self apply. It is simple to remove and see if that frees it. Even though you never apply the foot brake, I believe it applies every time the bail is lifted. Could be a switch failed, wiring, or the coil itself.
