For example, a surge incoming to all appliances is a lightning strike to utility wires many blocks down the street. If incoming to everything, then is everything damaged? Of course not. It is called electricity. That means an outgoing path to earth also must exist.
What makes a best outgoing connection to earth? Phone lines - because all phone lines already have best protection. Incoming (to all appliances) on AC mains. Destructively (outgoing) only through a few appliance via phone line. Then to earth.
A surge is all but invited inside by a homeowner. So it also created a follow through current that is potentially more destructive. Once a surge creates that path to earth via a telco surge protector, then a more powerful current (AC electric) blew through that phone line protector.
