The overheating could be caused by a bad head gasket. Fill it water and put the overflow hose in a can of water. Start the tractor while it is cold. I Are there bubbles coming out of the hose? If so you have a bad head gasket. I invented this method.You could have a stuck thermostat. Just take it out put the fitting back on without it to test. Still gets hot? Radiator could be plugged up, inside or outside.Very slim chance but the impeller could have come off the water pump. Are the belts tight? To test twist in the middle. No more the 1/2 turn or too loose. The surging is probably a separate issue better addressed by someone else.
