I am guessing the needle is not moving off the bottom.
Are you taking the tractor out and working it or just idling it.
I have had tractors you could work lightly all day and the needle on the factory gauge would never move off the bottom.
If this is the case then congratulations your cooling system is in top shape.
Had one for over 10 years and the only time the gauge ever moved off bottom was when I had lost a fan belt on the road.
To be sure it is faulty you need to either put the sender in a pot of water or use a thermometer to confirm the coolant temp adjacent to the sending unit/probe is different than what the gauge is reading.
