This could determine my next project. It was very common for people to cut the steel rims off of their wheels and attach rims for rubber tires. You'll have to look at the parts closely to determine if this is what happened to that tractor or not. Of course, it is highly likely that the hub side of the spokes were cut long when they removed the steel rims. This would mean that further cutting of the spokes occured when they attached the rims. This also means that you might find that there are sections of the spokes missing when you go to weld the steels rims back onto the hubs. You'd find yourself having to fabricate the missing spoke sections.
