Those fuel filters are filthy. I'd pull them off again and while you've got them off check for a good strong steady flow coming from the tank. If you don't have that you'll have the remove the tank drain and clean it. If you've got a full tank of fuel, stick a shop vac loosely in the filler neck (but not in the fuel) and turn it on. It will hold the fuel up while you remove the shutoff at the bottom and clean it. ALso, if you are using wix filters... there is a trick to them, which I forget... but I think you leave out one of the quad rings or something. Personally I'd heave them and get FleetGuard filters for it.
It's also not impossible for the air cleaner to plug with bugs and debris.... but when that happens you will see the engine making piles of black smoke and soot. If there's no soot I would suspect a fuel supply issue. The air cleaner can also be cleaned by dousing it in a bucket of diesel fuel and blowing air backwards through it to clean it...
