Most smart phones have GPS, they know where they are and if their moving. It would be a simple no cost software change to disable everything except 911 service if the phone is moving. I have suggested this change on another site, but the phone addicts are immediately ready to lynch me for suggesting they should lose the use of that phone in a moving rig while driving. They say, HOW DARE you say I cant fool with my cell phone while driving, and how can I suggest taking this RIGHT away from the passengers too!!!!! I said, do what you did before cell phones, IF anything is so important that you must use a phone, pull over, park, make your call then get back on the road. No politician would dare try to enact legislation banning cell phone use in a moving rig, the phone addict backlash would be deadly for him.
