With the points OPEN there would of course be near the same voltage on the coils input as battery voltage. HOWEVER with the points closed if there happens to be some sort of an inline series ballast resistor between the ignition switch output and coils input, then Id expect LESS then battery voltage to the coil.
Many (not all) 6 volt tractors using 6 volt coils don't use any ballast so the coils input voltage would be near the same as battery voltage UNLESS the ignition switch contacts or its wiring is resistive thereby dropping some voltage BUT IF IT HAS A BALLAST THEN IT DROPS VOLTAGE SO COILS INPUT VOLTAGE WOULD BE LESS THEN BATERY VOLTAGE...........
If there's NO ballast then YES that 4.8 volts is low and could lower spark energy. In that case Id try to hot wire the coil and see what the voltage is with points closed????????? You could have a bad/resistive ignition switch that's dropping the 6.5 down to 4.8.
