You are 100% correct that an open differential sends an equal amount of torque to the two wheels all the time. It is a common myth that an open diff axle is just "one wheel drive" and this misinformation is widely propogated, even by so-called "experts" who you'd think would understand the mechanics (off-road magazine article writers as one example). Even if only one wheel is spinning the fact is that both wheels are equally contributing to moving, or at least attempting to move, the vehicle since the torque on the axle shafts is the same. The beauty of a locking differential is that it ALLOWS the axle to approach being one-wheel drive when the traction available at the two wheels is very different. However, if the traction is the same at both wheels a locker or limited slip really does nothing for you. This explains why tractors can have slippage at both wheels simultaneously even with an unlocked differential.
