I don't know of any Moline of that vintage that uses an ignition ballast resistor. Near 2 volts on a 6V system is way too much, you have a bad connection somewhere unless the tractor has been rewired with to small ga wire.
With that much drop you may be able to find the poor connection by feel, as something should be getting hot. Otherwise check for voltage drop with points closed and ignition on with a voltmeter to find the voltage drop. Have all connections exposed so you don't have the ignition on for very long with engine stopped and ign on. The coil and points may overheat.
