Actually AK47 was designed as assault rifles from the ground up and were later modified to sell on the US civilian market. That is the original design was capable of fully automatic fire and had a bayonet/bayonet mounting system. The SKS was designed as a cheap to produce combat rifle. The AR was originally designed and sold as a sporting firearm.
Now release the AK with semi auto only and remove the bayonet you have now modified it to a sporting rifle. Same thing with the SKS just remove the bayonet. Take the original AR platform add select fire giving the ability to fire auto, add a bayonet lug and you have modified a sporting rifle into a military assault rifle.
I fail to see how a gun buy back program infringes on any rights. No one makes you sell your guns at one.
I have no idea how many photos I've looked at of cops with guns piled up after a buy back. What I see most often is worn out non functional junk. That alone makes these events just another feel good thing that does absolutely nothing to prevent or reduce crime.
