On Delco starter solenoids over time the battery terminal bolt head wears away inside, and the contact washer will not hit both bolt heads inside when worn. Bolt has a square shoulder, try removing the battery cable and wires from that bolt. Remove the inner nut, push bolt in and turn it 1/2 turn and pull it back in place, install the nuts and wires as before. This places the unworn side of the bolt head to where the contact washer can work correctly. Have saved lots of Delco solenoids this way, may be what yours needs.
