GRANDFATHERS ALLIS LUGS HELP!!!!!!!

I recently found my great grandfathers 1930 modelU
allis-chalmers tractor. I was considering restoring
it but all of the rims are rusted. It would be to
expensive to buy the new rims for the rubber tires. My uncle
told me where the old metal lug wheels were, so I went hunting
for them. I belive I found them, but my hopes were tarnished
when I relized that that all of the spokes were cut out in
a circle and the hubs were gone. Then I relized that maybe
the Tire rims were jsut welded to the spokes of the original lugs.
Is my hypothesis correct? I would really appreciate some input
and maybe see if I can weld the Metal lugs wheels back on so I
don't have to spend so much on tire rims and then tires.
Pleas Respond. This could determine my next project.
